Property Tax Reduction
Professional, evidence-based appraisals to help you challenge county assessments and reduce your property tax burden.
A property tax appeal appraisal is an independent, professional opinion of a property's fair market value prepared specifically to help an owner evaluate and support a challenge to an official assessment. In Maryland, real property assessments are conducted at the state level by the Maryland State Department of Assessments and Taxation (SDAT). When SDAT's mass-appraisal estimate of your home exceeds its actual market value as of the relevant valuation date, a private appraisal by a certified appraiser provides credible, verified evidence for your appeal.
Advent Evaluation is an independent Maryland residential appraisal firm founded by Serge Butovsky, a Certified Residential Appraiser (MD License #30031883). Our role in a tax appeal assignment is strictly impartial: we develop an objective, USPAP-compliant valuation based on market sales and verifiable property data. We do not file appeals, represent homeowners at hearings, or advocate for a specific tax outcome; we provide the documented valuation evidence you or your attorney can present to the assessing authority.
A common source of confusion for property owners is the difference between a property's market value, its phased-in assessed value, and the final dollar amount shown on an annual property tax bill. Understanding how these terms differ is essential before deciding whether to file an appeal:
| Valuation Term | Definition & Determination | Role in an Assessment Appeal |
|---|---|---|
| Market Value | The most probable cash price a property would bring in an open, competitive market between an informed buyer and seller under no undue pressure. | The primary target of a tax appeal. In Maryland, appeals focus on whether SDAT's estimated new market value exceeds true market value. |
| Assessed Value | The value placed on the tax roll by SDAT. In Maryland, assessment increases during the triennial reassessment are phased in over 3 equal annual increments. | Derived directly from the total new market value. Lowering the underlying market value on appeal proportionally reduces the phased-in assessed value. |
| Taxable Net Value | The assessed value after applying applicable credits and exemptions (such as the Maryland Homestead Tax Credit or senior/veteran exemptions). | Appeals of credit eligibility or mathematical calculations are administrative matters distinct from market value disputes. |
| Final Tax Bill | Taxable net value multiplied by the combined local (county/city) and state tax rates, plus local special taxing district charges. | Tax rates are set annually by county councils and the General Assembly. SDAT and appeal boards cannot change tax rates or municipal budgets. |
A higher tax bill does not always mean your property has been overvalued. Your tax bill can rise even when your property's market value remains stable or decreases if the county or municipality increased its tax rate, if a local bond measure took effect, or if a prior tax credit phase-out expired. An assessment appeal can only address whether the state's underlying estimate of your property's market value is inaccurate.
An independent appraisal is one form of evidence available to property owners; it is not mandatory for an appeal, nor is it the right solution for every situation. It is most helpful when:
Conversely, if your dispute is simply that the assessor's record shows an incorrect number of bedrooms, a finished basement you do not have, or wrong square footage, you may be able to resolve that factual error by requesting your complementary SDAT Property Worksheet and contacting your local assessment office directly without commissioning a full appraisal.
Under Maryland law (Tax-Property Article), properties are reassessed once every three years on a triennial cycle. The effective valuation date for a triennial reassessment is January 1 of the first year of the 3-year cycle. Sales and market activity occurring well after that date may be excluded or given limited weight by the appeal board.
This means a tax appeal appraisal is often a retrospective valuation. The appraiser must research the comparable sales, market conditions, and price levels that existed on the specific statutory valuation date, rather than current market trends. If you also have broader estate or legal valuation needs, our Estate & Trust Appraisals service discusses similar historical valuation principles.

Property owners should review official appeal instructions published by SDAT and consult an attorney or certified tax adviser regarding specific legal strategies and statutory deadlines.
Gathering the right documentation early helps us determine whether an appraisal assignment is viable and ensures the valuation accurately addresses the state's assessment records:
Please do not submit confidential financial accounts or sensitive legal documents through our online quote form. We will coordinate secure transmission of relevant property documentation once we confirm the assignment scope.
When you engage Advent Evaluation for a Maryland tax appeal appraisal, we follow a clear, professional five-step workflow:
Maryland provides a structured three-level administrative appeal process administered by state and local bodies:
The first level is an informal review conducted by an assessor designated by the local SDAT Supervisor of Assessments. You can elect a phone, video, in-person, or written appeal.
If you disagree with the Supervisor's final notice of assessment, you may appeal to PTAAB. Each of Maryland's 24 jurisdictions has an independent board composed of local residents appointed by the Governor.
A formal administrative court appointed by the Governor. If you are dissatisfied with the PTAAB decision, you may file an appeal to the Maryland Tax Court within 30 days of the PTAAB order. Hearings are de novo (heard fresh), and property owners must appear in person or through legal counsel.
For official state guidelines, forms, and online appeal filing, visit the Maryland SDAT Assessment Appeal Process Portal and the Property Tax Assessment Appeals Board (PTAAB) website.
Before ordering a tax appeal appraisal, property owners should weigh the appraisal fee against realistic annual property tax savings:
